  5. neither, Washington D.C is a district that is not affiliated with a state.  Washington D.C was carved out of land from Virginia and Maryland to form a district.  That way no state can claim ownership.  

    Washington state was named in honor of our first president, there is not a Washington D.C in Washington state.
