Works fine for me check and make sure there are no parental feature activated.

It looks like it might be a dns messed up go to run type cmd and hit enter, when the command prompt pops up type ipconfig/flushdns. If that does not work try setting your internet proxy to one of these http://www.proxy4free.com/page1.html

no. unless the site is being renovated, parentally blocked, or shut down, a website cant be down, it just cant currently be reached on the location of your computer.
