Is the yugioh card re-fusion usable anytime?

first of all, im referring to the fusion monsters that don't say "this card cannot be special summoned except for fusion summon." I know you can special summon a fusion monster from the graveyard with a card like monster reborn only when you properly summoned the fusion monster by a fusion summon but if you sent the fusion monster to the graveyard because of an effect like fusion guard or gale dogra (which i can't find an english version of), could you still special summon it from the graveyard with re-fusion even though you didn't properly fusion summon it.

however, there are some limitations. for example, current(or a few weeks ago, changed so many times my head spin) ruling says E-heros can not be refused(use the said card) or brought back by any mean.  same goes(with possible exceptions, as determined on individual rulings) for many "this card cannot be special summoned except for fusion summon". refusion can always be used on cards that don't say those stuff(normal fusions or no said effect).  however, ruling have gone both ways on the cards that do say it(UDE rulings says dark paladin is ok while E-heros not last time I checked... correct me if I'm wrong here) but even if it is"ok" it does have to be properly summoned first (it does NOT have to be properly summoned first if it have no said ability)

please e-mail official ruling commitee/website (not sure where) for specific card rulings... I'm not sure if the offcial judges even visit this site....

No, it Re-Fusion is basically Premature Burial for Fusion Monsters.

If a fusion monster is sent to the graveyard with the effect of Gale Dogra, Fusion Guard, Success Probability 0%, etc. than it was NOT considered being properly fusion summoned and therefore is off limits to Re-Fusion.

Also, you CANNOT use Re-Fusion on monsters that say they cannot be special summoned except by Fusion Summon. Neos fusions, Gladiator Beast fusions and XYZ fusions are considered successfully summoned even though they don't use Polymerization, but their requirement must still be met in order to be summoned by Re-Fusion.

Consider Re-Fusion to be a Premature Burial/Monster Reborn for fusions. It holds to the same rules: It can only be used on fusions that were properly fused first.
