Yes, it is called Liquid Flat Top.  My son used to use it all the time, however, it is hard to find.  You could probably get a salon to order some for you though - or a barber shop.

my brother uses la bella styling gel when his hair is wet. it works pretty good :)

if you use a hair "wax" it will work with wet hair.

It isn't wax just a thicker gel...it usually comes in a small jar.

Bedhead makes a great holding wax or palmade (spelling on this isn't right...sorry!)

Use gel when wet then use blow dryer or flat iron.
