Is their cell phone reception in the Redwood State Parks of Northern CA? Or should I buy a pair of walkie talkies for going hiking and camping in the area?

You should check with your cellphone provider.  Their websites usually have coverage maps where you can check to see if there is coverage.  To be safe though, I would get the walkie talkies.
