  1. I would start off with the social worker who places the children. She may know of special programs specifically for foster parents.

Otherwise, call your police department, state troopers association, local hospital, WIC and SRS. All frequently have programs in place to help families that need them get inexpensive car seats.

If you just can not find any programs in your area, then check online for sales: frequently you can find better deals online than in brick and mortar stores, and many have free shipping.

Some helpful hints for saving money in the car seat arena:

    1) NEVER buy used

2)skip the infant carrier - its not required and only lasts 4-7 months, instead start with a convertible car seat that will fit a newborn like Evenflo Triumph Advance or Cosco Scenera

For clothing, contact your local SRS office, they're often most helpful in finding clothes and other things used. Also go here http://www.freecycle.org to see if there's a freecycle group in your area. The goal of freecycle is to keep good condition stuff out of the landfill. People post their unwanted things and you come pick them up. Clothes are a frequent post on most as well as beds.

  2. The Kyle David Miller Foundation donates car seats to children in need.  You can apply on their website: http://www.kyledavidmiller.org

  3. Most cities have  service clubs  Lions  Rotary Kinsmen Knights Of Columbus   They  may help..
