Is there Cellular Service on the NAF Atsugi, Japan Naval Base?

My husband is stationed at NAF and just arrived in the middle of last night, I cant seem to get through to him and he has not called me yet either. He has the international plan and everything for his iphone, but i just cant figure it out because I know if he was able to call I would have gotten a call by now, So if anyone has ever been there or knows anything about it please tell me what you know. I guess they might take there phones or something since they just got there but i dont really see that happening.

The iPhone 3G should work in Japan, but not the original iPhone.  If he has the original iPhone that was sold before July 2008, then he'll have to get a new phone for use in Japan.

The commissary has a Softbank kiosk that sells Japanese prepaid and contract celphones, so if his phone doesn't work he should be able to get one that does in a day or two, but he'll have a Japanese phone number then.
