Is there a European internet phone?

I am traveling to Europe and I know we will have an internet connection for our trip and was wondering if there is some internet phone service where I could place calls to or from Europe for low cost or free. I searched on download.com and found iCall, but I can't get it to work right and let me sign in. Is there a good program I could use? Or a site that will let you call remotely?

you will need to get a microphone for your computer..

When my oldest was in Barcelona we would talk on the internet via skypes.com  it was a free service.
