  1. not in Roatan, maybe you should take care of your things in Tegucigalpa(Honduras' Capital)


  2. Yes there is one, but your best opcion is to go the capital ( Tegucigalpa).

  3. Unless there is a US Embassy. You can have stuff notarized there. Otherwise, no. There might be a notary who is authorized by Honduran Authority but US Notarys cannot operate outside US soil.
