No at least not in the USA there are similar games like spore with an atrifical ecosystem but Spore is the only game like that.

I like the other two answers and agree with them.

Zoo Tycoon was a good game.

The only other game I could think of is "Impossible Creatures". You're not really creating animal, but combining them to make a new creature. Then you use your new creatures to attack your target.

I don't know any other games that you can CREATE animals. But there is Zoo Tycoon, where you can create exhibits for your animals. You can literally make your own zoo, it's a great game! I enjoy it, you can also do challenges...it's fun!
