Penguins dont have legs........much.

Not naturally, although people did used to think that swifts lacked feet, because their feet are so small, and some kinds of bird-of-paradise were thought to lack both feet and wings because the native peoples cut the wings and legs off of the bodies before they sold them to collectors. People imagined that they just floated through the air using their long tail plumes. But there aren't any species that naturally lack feet/legs.

But I guess the word "bird" doesn't have feet or legs.

Some birds may have a deformity that may take a leg or foot and some times if they have mutilated they may have to have it amputated but I dont think they are with out both or all four.
