  1. If you are American ,when entering Mexican waters you are required to dock at the first available port and process yourself and your crew and boat.

This is one of those things that you are best to go to a Mexican consulate and get everything  you need to in the USA. Assuming you are American.

Your boat or yate will be given a 10 year permit

If you stay 10 nautical miles off shore you are in international waters and you can enter at Cabo San Lucas if you wish .

Marinas are equipped and will direct you to the local immigration office.

Marina fees in Mexico are a fraction of what they are in the states.

San Carlos Sonora charges $200.00 for a haul out and $150.00 a month dry storage.

Cabo San Lucas cost are high $3.00 a ft and La Paz $1.00 a ft

San Carlos is a popular spot to leave a boat . The weather is good and its a short drive to Phoenix.

We had to dock at Cabo San Lucas because my friend had a hook stuck in his calf.---$158.00 to dock for one day and the clinic charged $20.00 to remove it safely and $8.00 for antibiotics.

If you are Canadian and talking about the U.S then refer to the site above. As well as if you are returning to the USA from Mexico refer to the above site

If you are talking about England and France much the same is done but in  international waters you do not have to worry

  2. There is no border crossing out in the water, but you might have to contend with Department Of Immigration officials upon return to US soil. A passport would definitely be a good recommendation just in case.
