Is there a bus from kansas city power and light district to olathe?

If you're talking about during the day, during the week, you might be able to catch The Jo and connect with the Metro to get you downtown and back.  If you're talking about during the evening and on the weekend, you're out of luck.  Best bet is a cab, but be prepared for an expensive ride (probably at least $40 each way)
