It's quite possible, although it will probably weaken to a tropical storm by the time it makes landfall in New England.  Precautions will depend on many factors, including the strength and path of the storm as well as where residents live.  Along the shoreline, and in low lying easily flooded areas, maybe evacuation.  Inland and not near the eyewall, maybe just board up windows.  Everyone should make some preparations, though, like making sure you have plenty of flashlight batteries and a good store of drinking water, a full gas tank, some cash in case the power goes out for several days and the ATMs aren't working, and keep a small bag packed in case you have to leave in a hurry.  If you do plan to leave, go as early as possible because the highways will be one big traffic jam.  And don't forget about your pets.  Be prepared to take them with you, preferably in a safe carrier, with plenty of pet food and clean water.
