  1. Your question is rather confusing.  If you are a Mexican citizen, you can get a Mexican passport at the nearest Mexican consulate.  If you are an American citizen, you can get an American passport by visiting the nearest post office ( submit an application).  If what you REALLY  mean is that you are an American citizen and you want to visit Mexico, and you think you need a VISA to visit Mexico...you do not need a visa.  American citizens only need to get a tourist card at the border and the cost is $23.00usd.  A U.S passport costs exactly $100.00 no matter where you are.  See site below for all application info.

  2. I don't get the question.  If you get a legitimate passport from the U.S.P.O. then it's good anywhere, including Mexico... but the ONLY way to get an official PASSPORT is from the U.S. Government.. there IS NOT A CHEAPO PASSPORT... the U.S. Government has a monolopy on selling those things, and you pay whatever it is they are asking.

  3. Are you trying to get a Mexican passport while you're in San Diego?

If you want a Mexican passport, you can get this by going to your nearest Mexican consulate. I'm not sure why you'd want to go to San Diego to get it, but they could do it there, although I'm not sure how long the processing time will take. It also will state on it that it was issued in San Diego.

You could also get it in NY. The link below has a list of consulates around the U.S.
