Is there a chemical Sepia Toning process that does not require the print to be bleached before toning?

  1. No ... you must first bleach the silver so the sepia tone is visible.  Sepia does not attach itself to the highlight (little or no silver content) areas of the print, but to the areas of the print that is populated by elemental silver.

    You can dye a print, but that colours the paper, so you would end up with a "negative" sepia if you dyed the paper that orangish colour.
