  1. Someone already told you to take Metro North to Grand Central.  From Grand Central you can either walk to Penn (Maybe a mile or so) or you can take the subway.  To take Subway by a Metrocard and take the Times Square Shuttle out of Grand Central.  At Times Square change to the 1 or 9 train.  Others may work as well.  You just need to head downtown a few blocks.  Maybe 1 stop.  There is a stop for Penn Station.

You take metro north railroad from stamford to Grand central station (42nd and lex).  It does not serve penn station. that is for NJ transit and LIRR and amtrak.  approximate cost is $19 off peak or $25 for peak roundtrip tickets... see website below for exact schedule and fare prices... its easy to look up.
