Is there a company in the UK that buys winning lottery tickets/scratchcards?

A colleague recently won a winning lottery ticket, but would like to sell it instead. Is there a reliable UK-based company that buys winning lottery tickets / scratchcards for a profit? How does the process go? Many thanks in advance..

This would suggest he/she is an illegal (underage?) lottery entrant, or the ticket is stolen.
