Is there a difference between a efl teacher and a efl trainer?

does anyone know if there is a difference? Does a trainer teach teachers or students?

EFL Teacher is someone that teaches 'English as a Foreign Language,' students are generally from a foreign country that is non-English.

EFL Trainer is someone instructing teachers to teach 'English as a Foreign Language'.  

However, if this is a job posting from a foreign country, the terms may have been confused, meaning both terms may mean the same thing.
