Is there a difference between an insurance companies investigation and the police report?

Okay, so due to law I was found at fault in an accident and the only witness was my mom who has a vested interest in me.

Anyways, is the investigation an insurance company does differ from the police report? (basically, do they come to their own separate conclusions?)

    It is common for insurance companies to shift blame to avoid payment.
