Is there a difference between student council president and class president? Or are they the same thing?

In most schools, those mean the same thing, but it could be different. Some places may have a president of each class and a president of the entire student body, for example, but more commonly, the head of each year has another title, like representative. There's no official terminology, each school can do whatever they want.

it might be like this

Student council president = President of the USA

Class president (Freshman, sophomore, etc...) = state Governor

or they could just be the same thing...
