Is there a difference in speed between utorrent 1.8 and other versions of utorrent.?

tell me which version is faster, please! And can you also explain why most of the time utorrent won't download the torrents, it waits for a long time until I remove the torrent without it starting yet.

uTorrent 1.8 is as good as any bittorrent client there is.  Your issue may have to do with your port for uTorrent not being forwarded properly.

I haven't noticed any speed difference. Torrents are shared files so it waits for a long time until someone else seeding the file comes online. Just be patient and sooner or later you will get your file.
