  2. not to my knowledge. I wish it were 18 I would much rather own and operate a weapon legally than illegally.but they don't give you the option if you are under 21

It depends on what you mean by pistol permit as well as the word discretionary applying to the issuance of a handgun permit.  You are not eligible to buy a handgun until you are 21.  However, you are legal to own a handgun under 21.  If your parent or grandparent handed one down to you through a DOJ intra-familial transfer as it would be in your name within a month.  You still cannot purchase handgun ammo.  In some circumstances in some states, a concealed weapon permit can be issued to a person under 21 but do not count on it, at least not in California.  Most states are 21 and older.  Florida is a shall issue state and work in a variety of states.  Shall issue means you do not need a reason for a concealed weapon permit, they SHALL ISSUE it to you.  Hope this helped.
