the only dog schools in the Philippines i know of are PNP K9 units where they train privately-owned dogs (with potential) to be obedient, sniff bombs, sniff drugs, search/rescue, and attack people... then the PNP pays the dog's owner if they need the dog to do something like those K9 unit dogs you see in the mall.
