.tk domain names are free if you get one from http://www.dot.tk/en/index.html?lang=en

As to the actual development of the site, if you have some time to put into the endeavor, then you could take some free online lessons in HTML and or CSS.

You can try free web hostings but the domain is a sub domain. They offer a Web Design tool and free Templates such websites are www.freewebs.com, www.piczo.com. If you want to make your website offline, i recommend using a WYSIWYG editor such as Microsoft frontpage. If you need any Web Redirection i think that a www.dot.tk, www.co.nr, www.co.cc, www.notlong.com. Hope this helps
