    You can get a kit to put an electric drive on a bicycle which will give 20 mph and appx 30 mile range... no licence required to operate it in most states in the US.  (20 mph and equivilent power to 49 cc gasoline are the limits for that catagory)

    The "Xebra" is a modern "Electric car"... essentially a glorified street legal golf cart...   Appx 30 mph top speed and appx 60 mile max range. (but it will not go that far at 30 mph...)
