Certainly, the human civilization isn't failing, its rather improving and progressing. But in terms of countries, it might be some Third World countries- meaning countries which are not yet developed. But many or most Third World countries are in fact progressing.

France is failing. Instead of working hard, the people protest and strike, saying that the conditions aren't good enough. Yet worker's rights are so extreme that businesses are afraid to hire workers whom they won't be allowed to lay off, even if they have a good reason.

The answer would vary according to your definition of civilization. Western civilization encompasses many countries, for example.

  But generally speaking as the world population moves and mingles, customs peculiar to each are mixed and changed.

  In Australia, aboriginal people led a nomadic existence for approximately 50,000 years. In the last 200 years they have been decimated by the introduction of diseases, alcohol and genocide from white pioneers (It's an undeniable historical fact). Although there have been attempts to salvage as much of the culture as possible in recent years, the languages, belief systems, cultural taboos and tribal structures are still being lost every day. I would say this is an example of a failing civilization.

  It's not just in Australia though, you'll find western culture taking over everywhere nowadays. The old civilizations are being replaced, homogenized into one global community. But whether you would define this as failing, adapting or changing is up to you.

I don't t5here's a civilization that failed in the 10 pas years, it's just a short period for a civilization to fail or disappear, but I just thought about the native indian here  in USA. I think they are not present in the world or even in their country. they living in their recervation and not participating in any kind of decision like any other ethnicy in the US, I don't know if it's a failing civilization? but they are a civilization with all it's aspects
