Is there a free English learning program?

My mom would like to learn how to speak English more efficiently, any free programs out there? Thanks in advance!

Check out the BBC and British Council websites:

They're not great for beginner learners, but are good for lower-intermediate, and excellent for intermediate and above.  If you're mum's a beginner, she can probably make use of the sites as long as you give her a bit of help.
