Is there a free program for palm 650 so i can set different sms ringtones for different people.?

You can set differant ring tones, however, You can't set differant tones for texts...  You might be able to if you were to also add ringo... which is a ringtone app.  I'm not sure, I downloaded it for my 755 and didn't like it... It caused things to become unstable.. so I deleted it.
