Is there a free program that I can download that will prevent users from installing programs?

I want to know if there aren't any available programs that I can download off the internet that will stop users from installing ALL programs.

Changing the user account into a limited account is a great idea. Using this option, they can't install program without the use of an admin account.

I know a software but the problem is the user can install a program. But after restarting the windows, the whole program being installed is erase. Have you heard about deep freeze? That's what i'm talking about.

you need not to, create an account for guests and they can't install, place a password  on your administrator account.

If you have an administrator account, just make the other "users" into a guest account. This will prevent them from installing programs.

You don't need to. You can have the OS create a Second user account and turn it into a limited account and change certain settings on it, including installing programs that require admin clearance. Guest accounts are even more limited.
