Is there a free program to edit video from two different angles?

I have been doing video for a local theater group using S-VHS video. We were able to use the local cable companies equipment to edit the video. We would have one master tape that had all the audio and most of the video that we wanted. We could then cut in video from the different angles with out changing the audio.

Now we are doing this with digital recordings.

Is there a free program that will allow us to do essentially the same thing only with the digital files?

You should be able to do this with ZS4, though I've never been able to work out how to use it.  Jahshaka is another possibility, but it won't even run on my PC.  If you're prepared to spend a bit, Sony's Vegas Movie Studio has four video tracks or you could look out for an old version of Vegas and have an unlimited number.
