  1. open office impress

  2. Adobe Image Ready.

You can add as many images you like, change the rate that the images change etc.

It may seem complicated at first, but it's quite easy to use.

  3. For gif animations there is Gif Animator and many other free programs, plus if you are willing to jump through hoops Photoshop and the GIMP will let you combine and save photos and other pictures as animated gifs.

For tiff files, mpegs and other things which you can edit in video editing software, there is a FOSS program suite called ImageMagick, which is excellent but has some caveats.

For one thing, you run it from the command line.  For another, to make mpeg files you need a third party program/library which (since I am on Linux) I had to compile and install myself.  I don't have any Windows computers though I know it is available for Windows, so  I don't know what the name of the package you would use in Windows is, you'd have to look it up with Yahoo! or Google search.  Once you have it, you put the pictures you want in a directory (call it mydir or anything you want) and type "convert mydir/*.* outfile.mpg" (or again, name the mpeg anything you want).  Then you add a sound track in video editing software.

    Anyhow, get Imagemagick here:
