Is there a free site when I can upload pics and change eyecolor?

I know a while back I had bought a program and had all these color features.. do you guys know of a free site or what program it is tp buy.. thanks

if you use photobucket and edit the photo you can do that. Just use the "fill" paintbrush on the eye and it will change the color. It won't be professional but it will work.
