Yes. It's online. It's the Face Transformer. Just google it. It works very well.

No but there is a program.

PhotoShop. You can edit anything on it. You just have to know how to use it. Luckily online there are tutorials.

I don't know about a "game" but there are image editing software that can do that.  Corel Photo Impact and Adobe Photo Shop are the better ones in my opinion but also the most costly.  You may find some freebies on-line.
