Is there a good program to increase the volume of an mp3 file?

Right now, I have a music editing program called Audacity, but there is a limit to increase the volume level unless I "allow clipping". However, if I allow clipping for an mp3 file that is very low and increase it to a high level (the same level as my other mp3 files), the track becomes very distorted. Is there a better program to use?

I want my mp3 tracks to be equal in volume so I don't have to increase the volume manually for low volume tracks, while playing a burned CD, and then decrease the volume back for normal volume tracks.

  1. If you rip mp3's into iTunes you can have it automatically balance track volumes, but it's not perfect. You can also manually adjust the volume of any track.

    I'm not aware of any program that evens out the volumes of each track as you play it from a cd.
