Is there a good way to color shoes?

I have these black sandals, I love it except the brown straps that cross it and the brown back heels. Is there a good way to color them black? Would shoe polish work? And will it stay on well?

I'm pretty sure that at Payless you can your shoes painted. My friend told me her shoes came out really well too.
