The typical governing bodies include a licensing agency (often through the state department of education) as well as any agency that funds the preschool (such as school districts, or early intervention programs, or state funded programs- First 5).  They can also be "regulated" in a way by an accrediting agency such as NAEYC (National Association for the Education of Young Children), which gives accreditation to exemplary schools.

    To find a phone number for the licensing agency (which regulates the care and safety of the children in the center), you can look on your state's department of education website and find the county you live in.  They will often list it under "Community Care Licensing" or something similar.  The licensing agency is the main governing body for preschools, and regulates issues from lack of supervision to how close nap beds can be to one another.  It is the "rule maker" of preschools, and issues as well as retracts licenses of operation.
