    I think Hong Kong government has expressed the least concern to the global warning for still allowing the two coal-fired power generation stations to operate, bunker fuels are used by the ferry boats and trucks, and the car flow capacity is more than 400/km. It is recorded with 10 million clinical visits in Hong Kong in 2007, for the treatment of asthma, heart and lungs chronicle diseases. As a matter of fact, there was a shocking news in Hong Kong published in all local newspapers, TVs and radio stations about 7/8 years ago, they aired and published that Hong Kong would not be suitable for human kinds to live for its extra foul air quality. I am worried that doomsday will come to Hong Kong soon. However, it has reported that the death toll was only 3,000 last year caused by air pollution of Hong Kong in 2007.

Speaking for the U.S., the broad answer to your question is no, there is no such thing as a grant for global warming.  More practically put, you would find no agency that would give you money "to study global warming."  That topic is too broad and too vague.  However, there is a lot of money for research into the topic of climate change (and global warming plays a large role in this effort).  This is the official site for the US climate change research program:

    If you read the material on that site you will find that you can't submit a proposal directly to the US GCRP, since it doesn't fund anything.  Furthermore, there isn't one place to submit a proposal to get a grant to study climate change.  What you will find are links to the various federal agencies that fund the bits and pieces of the science that are involved with climate change.  

    The research efforts of other governments are organized along roughly the same lines, with the federal science foundation funding most geophysical research related to climate (the EU science arm also plays a large role for UE members, as does the ESA), but there being no funding agency in the government where you could submit a proposal on "global warming."
