For a handheld tv reception Dish Network has a portable viewer called Pocket Dish but it only works with DVRs, not streaming video.

For free channels you have to sign up for TV on internet but Im not sure if it actually works

There are plenty of web sites where you can watch TV for free, but the idea that they are equivalent to cable or satellite service in either picture quality or types of channels is just marketing BS by people who want to sell you software to watch internet channels that you can watch for free.

You do need high speed Internet to watch. Usually the shows are not live, but it's an advantage to watch a show whenever you want instead of having to watch at a fixed time.
