Is there a higher authority on Medicaid for determing eligibilty than a county Office of Public Assistance?

If a person is having a difficult time getting approved Medicaid for their child through their local county Office of Public Assistance, is there another government agency, possibly a higher government agency that could help with approving a child for Medicaid.
