Quick peek at the blogs etc of various Filipino homeschooling families and most of them seem to either construct their own syllabus/curriculum or buy in prepackaged curricula from overseas.

yes there is. although it is rare since most of the elementary population really go to schools.

Yes. Try Angelicum College in Quezon City, Metro Manila. It's near Sto. Domingo Church. Just ask the people around to accompany you to that school.
