Is there a law pertaining to someone accessing someones cell phone account?

A friend of mine had her cell phone account accessed by an unauthorized person. Can he be charged? If so, would this be a state or federal charge.

  1. The question is HOW?  Did she give him the password at some point?  Did he just call and fake his way through a CSR?  If she ever gave him access to the account, either by informing the company or giving him a PIN or password, then it is her own fault.  Also it depends on what he did to the account.  It would have to be something damaging in order to prosecute.  

    In order to get help you would have to go to the prosecuting attorney in your city/county and talk to them about what charges could be filed.
