  1. Nope, certainly not a Federal one.

    In *most* states in the USA, commercial passenger vehicle drivers are exempt from wearing a seatbelt while in city limits. That applies to taxi drivers, shuttle van drivers, and so on. However, check your local laws.

    EDIT: Guess some people can't verify facts before deciding the answer must be wrong...

    New York: Seat belt use is not required in taxis or livery vehicles (i.e. limos)...  There is also a "medical exemption" but you must apply for it with doctor's statement.
