Is there a law to protect children from this?

Question

Check residence of persons charged w/ a felony for property violations inside the home statewide like here in South Carolina including all minor charges with children in the home. See Nov 16 2007 and 19 july 2008 children removed from this home covered in dog f***s, trashed yard, porch, trash bags, dead dog chained in yard.
