grand parent fighting to see grand daughter whom i raised the first 2 years o her life and now children and youth are not doing there job i need help please if any one there can help i am disabled

Some states have grandparents rights.  

You need an attorney to guide you.

you need to go to court so you can request visitation

call your local legal aid in pa in or near your town, you can search on the internet they can give u further advice and find u an attorney if need be, but generally u can handle stuff like this without an attorney, just show proof they aren't doing what they need to do and that you previously had supervision
