    By definition when you gamble you risk something with a view to either losing it or winning something.  Gambling, without the possibility of losing, is simply not gambling.

  11. apart from using other peoples money such as investing on the stock-market ( gambling in reality in some shares) then buying premium bonds is the next best thing.

      you do not lose any money ( just  value  with inflation) you are taking a gamble on winning and can alter the odds slightly by buying more shares and it is perfectly legal.
