Is there a legal way to clear, or reduce your debts?

Bankrupcy, but it is not a good option.

If you consult your debtors, they will often work on payment plans with you and/or offer a settlement amount.

There are credit consulting agencies, but please be wary of them-they often do not live up to their claims, and many charge you for the service which you could do on your own (by contacting the creditors and negotiating).
