Is there a license i need to sell merchandise on the streets?

Yes, usually you need a vendor's licence, and if you are selling food, a food hygiene certificate.  Just go to city hall, and they can steer you in the right direction.

You usually do need a license or a permit of some kind.

The licenses are usually given out by the city government though not the state. It is not always the same dept/office in every town that handles the licenses though, so I can't say who exactly you should call sorry. If you want to sell food call the health dept.
