Is there a link,on/off line,where a person's private info can be leaked and publically displayed/shared?

in my area there is a person who is publically and widely stigmatized whenever he/she leaves the house. the public treats this person like a criminal. someone actually makes sure they khow whre this person is at all times and follows to places of busness, residents, etc to spread derogatory information. out of curiosity, i have met this person a few times. i found that this person has no clue this is happening. the only thing noticed is that people are rude where ever this person goes. In my own assumptios i found that this person is innocent. Now I am extremely curious. how in the world does someone track a person everywhere. they must have this poor person's social security number. even so, does that mean there is access to medical records, driving records, real time employment, all resident address? is there a spot online where people keep track of sitings of someone like a mass following of hysteria so that everyone could follow? Everyone believes this perso is dangerous

Believe it or not, public records......are public!!! Go on your local govt agency's web site and look yourself up. Just guessing, is "this person" you? Lay off the paranoia.
