No, masturbation is common and quite normal behavior for both males and females.  For men it may even have some health benefits--lower rates of prostate cancer, for instance.  There are no ill effects known for masturbation other than, in a some cases, minor cuts or other superficial damage (which can be prevented with lubricants).
